Agricultural mechanization and agricultural machinery equipment are important foundations for transforming the development mode of agriculture and improving rural productivity, and are important supports for implementing the rural revitalization strategy. Without agricultural mechanization, there can be no modernization of agriculture and rural areas. In recent years, the level of agricultural machinery manufacturing in China has steadily improved, the total amount of agricultural machinery equipment has continued to grow, and the level of agricultural machinery operation has rapidly improved. Agricultural production has shifted from mainly relying on human and animal power to mainly relying on mechanical power, entering a new stage dominated by mechanization. However, due to the diverse demand for agricultural machinery products and the complex operating environment of machinery, the current problem of unbalanced and insufficient development of agricultural mechanization and agricultural machinery equipment industry is quite prominent, especially the weak innovation ability of agricultural machinery technology, insufficient effective supply of some agricultural machinery equipment, insufficient integration of agricultural machinery and technology, and lagging construction of agricultural machinery operation infrastructure, which urgently need to be solved. To accelerate the promotion of agricultural mechanization and the transformation and upgrading of the agricultural machinery and equipment industry, the following opinions are proposed.
1、 Overall requirements
(1) Guiding ideology. Promote the transformation of the agricultural machinery and equipment industry towards high-quality development, promote the comprehensive and efficient upgrading of agricultural mechanization throughout the process, and pave the way for the development of agricultural mechanization with Chinese characteristics, providing strong support for the modernization of agriculture and rural areas.
(2) Development goals.
By 2020, the technological innovation capability of the agricultural machinery and equipment industry will continue to improve, and the weak link of "inorganic availability" in major cash crops will be basically solved. The total power of agricultural machinery in China has exceeded 1 billion kilowatts, of which the power of irrigation and drainage machinery has reached 120 million kilowatts. The configuration structure of agricultural machinery has been further optimized, the working conditions of agricultural machinery have been accelerated, the field of socialized agricultural machinery services has been expanded, and the efficiency of agricultural machinery use has been further improved. The comprehensive mechanization rate of crop cultivation and harvesting in China has reached 70%. Major grain crops such as wheat, rice, and corn have basically achieved full mechanization of production. The full mechanization production system of major economic crops such as cotton, oil, sugar, fruits, vegetables, and tea has been basically established. Significant progress has been made in mechanization of facility agriculture, animal husbandry, aquaculture, and initial processing of agricultural products.
By 2025, the categories of agricultural machinery equipment will be basically complete, key agricultural machinery products and key components will achieve coordinated development, product quality and reliability will reach the international advanced level, product and technology supply will basically meet the needs, and the agricultural machinery equipment industry will enter a stage of high-quality development. The total power of agricultural machinery in China has remained stable at around 1.1 billion kilowatts, of which the power of irrigation and drainage machinery has reached 130 million kilowatts. The configuration structure of agricultural machinery has become more reasonable, and the operating conditions of agricultural machinery have significantly improved. A socialized service system for agricultural machinery covering pre production, production, and post production has been established, and the utilization efficiency of agricultural machinery has significantly improved. Agricultural mechanization has entered a period of comprehensive, high-quality, and efficient development throughout the entire process. The comprehensive mechanization rate of crop cultivation and harvesting in China has reached 75%, and the main producing counties (cities, districts) for grain, cotton, oil, and sugar have basically achieved agricultural mechanization. The comprehensive mechanization rate of crop cultivation and harvesting in hilly and mountainous counties (cities, districts) has reached 55%. The mechanization of weak links has been comprehensively broken through, with potato planting and harvesting mechanization rates reaching 45%, cotton harvesting mechanization rates reaching 60%, peanut planting and harvesting mechanization rates reaching 65% and 55% respectively, rapeseed planting and harvesting mechanization rates reaching 50% and 65% respectively, sugarcane harvesting mechanization rates reaching 30%, and facility agriculture, animal husbandry, aquaculture, and agricultural product initial processing mechanization rates overall reaching about 50%.
2、 Accelerate the high-quality development of agricultural machinery and equipment industry
(3) Improve the innovation system of agricultural machinery and equipment. Targeting the demand for agricultural mechanization, accelerating the innovation of agricultural machinery and equipment, researching and developing various types of advanced and applicable agricultural machinery that are suitable for national conditions and farmers' needs. We need to develop large and medium-sized agricultural machinery that can adapt to various forms of moderate scale operation, as well as small agricultural machinery that can adapt to small-scale production and hilly and mountainous operations, and efficient specialized agricultural machinery that can adapt to the production of characteristic crops and the breeding needs of specialty products. Strengthen top-level design and dynamic evaluation, establish and improve collaborative innovation mechanisms for departmental coordination and linkage, covering related industries, enhance the original innovation capabilities of research institutes, improve the innovation system of agricultural machinery and equipment with enterprises as the main body and market orientation, research and deploy new generation intelligent agricultural equipment research projects, support the deep integration of industry university research promotion, promote the construction of agricultural machinery and equipment innovation centers and industrial technology innovation alliances, collaborate on basic cutting-edge and key common technology research, and promote the comprehensive mechanization innovation and development of the entire process of planting, breeding, processing, grain, and feeding. Encourage enterprises to carry out engineering verification of high-end agricultural machinery and equipment, strengthen docking with new agricultural management entities, explore the establishment of a new model of "enterprise+cooperative+base" for agricultural machinery product research and development, production, and promotion, and continuously enhance innovation capabilities. Incubate and cultivate a group of high-tech agricultural machinery enterprises with high technological level and great growth potential, and promote the development of high-tech industries in the field of agricultural machinery and equipment. (4) Promote the coordinated development of the entire agricultural machinery and equipment industry chain. Support upstream and downstream enterprises in the agricultural machinery and equipment industry chain to strengthen collaboration and overcome bottleneck issues such as basic materials, basic processes, and electronic information. Guide component enterprises and complete machine enterprises to establish a new cooperation mechanism of cost sharing and benefit sharing, promote the research and development of new high-efficiency and energy-saving agricultural engines, high-power steering drive axles, and specialized sensors for agricultural machinery equipment, and accelerate the industrialization of key technologies. Promote whole machine enterprises to strengthen technological innovation and internal management, enhance the level of intelligent manufacturing and quality control capabilities, explore new business models such as personalized customization, network precision marketing, and online support services. Establish a sound modern agricultural machinery circulation system and after-sales service network, and innovate modern agricultural machinery service models. (5) Optimize the layout of the agricultural machinery and equipment industry structure. Encourage large enterprises to shift from single machine manufacturing to complete equipment integration, support small and medium-sized enterprises to develop in the direction of "specialization, precision, uniqueness, and novelty", and build an industrial pattern of coordinated development among large, medium, and small enterprises. Based on the agricultural production layout and regional terrain characteristics in our country, closely combined with the development needs of the agricultural industry, and led by advantageous agricultural machinery and equipment enterprises, we will drive the construction of regional characteristic industrial clusters and promote the balanced and coordinated development of agricultural machinery and equipment. Support enterprises to strengthen the research and development production of agricultural machinery and equipment, optimize resource allocation, and actively cultivate agricultural machinery and equipment production enterprise groups with international competitiveness. We will promote the "going global" of advanced agricultural machinery technologies and products, encourage advantageous enterprises to participate in foreign aid and international cooperation projects, improve international business capabilities, and serve the construction of the "the Belt and Road". (6) Strengthen the construction of the quality and reliability of agricultural machinery and equipment. Accelerate the formulation of standards for precision agriculture, intelligent agricultural machinery, and green agricultural machinery, and build a modern agricultural machinery and equipment standard system. Strengthen the research on metrology and testing technology for agricultural machinery and equipment industries to support technological innovation in the agricultural machinery and equipment industry. Establish and improve the inspection, testing, and certification system for agricultural machinery and equipment, support key regions of the agricultural machinery and equipment industry to establish public service platforms for inspection, testing, and certification, and improve the testing, testing, and identification capabilities of safety, environmental adaptability, equipment reliability, and maintainability for agricultural machinery and equipment parts and complete machines. Implement mandatory product certification for products involving personal safety in accordance with the law, vigorously promote voluntary certification of agricultural machinery and equipment products, and promote the adoption of agricultural machinery product certification results in the purchase subsidy for agricultural machinery. III. Focus on promoting the full mechanization of major crops production
(7) Accelerate the filling of shortcomings in the full mechanization of production. Focusing on weak links, increase the efforts in demonstration and service support, and strive to improve the mechanized planting of rice in double-cropping rice areas, the mechanized planting and harvesting of rapeseed in the middle and lower reaches of the Yangtze River, and the mechanized harvesting level of potatoes, peanuts, cotton, and alfalfa in major producing areas. Accelerate the integrated matching of mechanized operations in efficient plant protection, on-site drying, straw processing, and other links with tillage, planting, and harvesting links, and explore solutions for the full mechanization of major crop production with regional characteristics. Vigorously develop the full mechanization of sugarcane production and create a model for advantageous areas of characteristic agricultural products. In accordance with regulations, provide subsidies for deep plowing and deep loosening, mechanized sowing and harvesting, and other production services for new agricultural business entities, and vigorously promote the full mechanization of pre-production, mid-production, and post-production. (8) Jointly build a highly efficient mechanized production system. Accelerate the selection and promotion of varieties suitable for mechanized operations and simplified cultivation. Taking adaptability to mechanization as an important goal for crop variety appraisal, tillage system reform, post-harvest processing technology improvement, and farmland infrastructure construction, etc., to promote the matching of good seeds, good methods, good land, and good machinery, creating conditions for full mechanization operations and large-scale production. Support the promotion of the construction of platforms such as the modern agricultural industrial technology system, scientific and technological innovation alliance, and collaborative innovation center, give full play to the scientific and technological support and leading role of modern agricultural industrial parks, agricultural science and technology parks, and rural entrepreneurship parks, improve the scientific and technological innovation capacity of agricultural mechanization, strengthen joint research and development of production, learning, research, and application, promote multi-disciplinary collaboration and collaboration among various links in pre-production, mid-production, and post-production, such as variety cultivation equipment, and accelerate the integration and demonstration of full mechanization technology for major crop production. IV. Vigorously promote advanced and applicable agricultural machinery and equipment and mechanization technologies
(9) Strengthen the demonstration and promotion of green and efficient new machinery and new technologies. Focusing on agricultural structural adjustment, accelerate the development of agricultural machinery and equipment and technologies for fruits, vegetables, tea, pasture, modern seed industry, animal husbandry and aquaculture, facility agriculture, and agricultural product primary processing, and promote the comprehensive mechanization of agricultural production. Strengthen the research on technological innovation in agricultural mechanization in weak links and the research and development, promotion, and application of agricultural machinery and equipment, and overcome technical difficulties that restrict the high-quality and efficient development of the entire process and comprehensive mechanization of agriculture. Steadily implement the agricultural machinery purchase subsidy policy, treat the purchase of domestic and foreign agricultural machinery products equally, maximize the policy benefits, and vigorously support the demonstration and promotion of green and efficient machinery and equipment and technologies such as conservation tillage, straw returning and leaving the field, precision sowing, precision spraying, efficient fertilization, water and fertilizer integration, water-saving irrigation, residual film recycling, efficient harvesting and processing of forage, harmless treatment of diseased and dead livestock and poultry, and resource utilization of livestock and poultry manure. Increase the pilot efforts for subsidies for new agricultural machinery products and support the demonstration and promotion of new large-horsepower, high-performance, and characteristic and compound agricultural machinery equipment. Encourage financial institutions to provide mortgage loans for large-scale agricultural machinery and equipment with clear ownership, and encourage places with conditions to explore interest subsidies for loans for purchasing large-scale agricultural machinery and equipment. Actively promote the scrapping and updating of agricultural machinery, accelerate the elimination of old agricultural machinery and equipment, and promote the promotion and application of new machinery and new technologies. (10) Promote the demonstration application of smart agriculture. Compile a technical roadmap for high-end agricultural machinery and equipment to guide the accelerated development of intelligent and efficient agricultural machinery and equipment. Support advantageous enterprises to connect with key users to form a mechanism that promotes mutual promotion between research and development and production and promotion and application, and achieve intelligent, green, and service-oriented transformation. Build digital agriculture demonstration bases such as precision tillage of field crops, smart animal husbandry, and intelligent production of horticultural crops, and promote the integrated development of intelligent agricultural machinery and smart agriculture and cloud farms. (11) Improve the ability to promote agricultural mechanization technology. Strengthen the capacity building of agricultural mechanization technology promotion institutions and increase the efforts in the verification of new technologies. Implement government procurement of services, encourage agricultural machinery scientific research and promotion personnel to conduct technical cooperation with agricultural machinery manufacturing enterprises and new agricultural business entities, and support agricultural machinery manufacturing enterprises, scientific research and teaching units, and agricultural machinery service organizations to widely participate in technology promotion. Use modern information technology to innovate new methods of experience-based and participatory promotion such as "field days" to effectively improve the effectiveness of agricultural mechanization technology promotion. Improve the public welfare testing and identification capabilities of agricultural machinery, accelerate the testing and identification of new agricultural machinery products, and give full play to the evaluation and promotion role of agricultural machinery testing and identification. V. Actively develop socialized agricultural machinery services
(12) Develop socialized agricultural machinery service organizations. Cultivate and expand new agricultural machinery service organizations such as large agricultural machinery households, specialized agricultural machinery households, agricultural machinery cooperatives, and agricultural machinery operation companies, support agricultural machinery service organizations to carry out various forms of moderately scaled operations, and encourage family farms, agricultural enterprises, and other new agricultural business entities to engage in agricultural machinery operation services. Implement financial support policies for agricultural machinery services, guide financial institutions to increase credit lending to agricultural machinery enterprises and new agricultural machinery service organizations, flexibly develop various credit products and provide personalized financing plans; under the premise of compliance and prudence, carry out agricultural machinery financing leasing business and credit guarantee services for family farms, agricultural machinery cooperatives, agricultural enterprises, and other new agricultural business entities in accordance with regulations. Encourage agricultural machinery service entities to carry out efficient and convenient agricultural machinery operations through cross-regional operations, order operations, and agricultural production management, promoting the organic connection between small farmers and modern agricultural development. For agricultural machinery services that promote green agricultural development, actively promote the provision of services through government procurement in accordance with regulations. Encourage agricultural machinery service entities to establish agricultural production alliances with family farms, large-scale planting households, ordinary farmers, and agricultural enterprises to achieve shared equipment and mutual benefit. Support agricultural machinery service entities and rural collective economic organizations in building centralized seedling raising, agricultural machinery storage, and agricultural product origin storage, drying, and grading facilities and regional agricultural machinery repair centers according to the plan. Promote innovation in agricultural machinery service formats and build a number of "full mechanization + comprehensive agricultural affairs" service centers to provide surrounding farmers with one-stop comprehensive services such as full-process mechanical operations, agricultural supplies centralized purchase, technical training, information consultation, and agricultural product sales docking. Continue to implement relevant regulations and exempt toll fees for cross-regional operation of combine harvesters, combine harvester transporters, and rice transplanters. VI. Continuously Improve the Basic Conditions for Agricultural Machinery Operations
(14) Improving the Convenience of Agricultural Machinery Operations. Strengthen the formulation and revision of systems, standards, specifications, and implementation rules in aspects such as high-standard farmland construction and comprehensive rural land consolidation, further clarifying the requirements for "mechanization suitability" such as field roads, field length and width, and flatness, and strengthening construction supervision and acceptance evaluation. Coordinate central and local funds and social capital to actively carry out high-standard farmland construction, promote the merging of small and large plots, short and long plots, steep and flat plots, curved and straight plots, and interconnectivity, effectively improving agricultural machinery access and operation conditions, and improving agricultural machinery adaptability. Focus on supporting hilly and mountainous areas in carrying out "mechanization suitability" transformation of farmland, expanding the application space of large and medium-sized agricultural machinery, and accelerating the improvement of weak basic conditions for agricultural mechanization in hilly and mountainous areas. (15) Improving Supporting Facilities for Agricultural Machinery Operations. Implement relevant policies on facility farmland, construction land for new agricultural business entities, and agricultural production electricity, and support the construction of production conditions for agricultural machinery cooperatives and other agricultural machinery service organizations. Strengthen county-level unified planning, and reasonably arrange supporting facilities for agricultural machinery storage and maintenance, crop seedling raising, and agricultural product origin drying and primary processing. In the annual construction land indicators, prioritize the allocation of land for agricultural machinery cooperatives and other new agricultural business entities, and reduce or exempt relevant taxes and fees according to regulations. Areas with conditions can include drying yards, drying facilities, and machinery sheds in the scope of high-standard farmland construction. Encourage areas with conditions to build regional agricultural machinery safety emergency rescue centers to improve the capabilities of agricultural machinery safety supervision and law enforcement, rapid rescue, equipment repair, and real-time monitoring and dispatch of cross-regional operations. VII. Effectively Strengthen Agricultural Machinery Personnel Training
(16) Improving the Training System for New Agricultural Engineering Personnel. Strengthen the construction of agricultural engineering disciplines and formulate professional certification standards for agricultural engineering in China. Guide universities to actively set up relevant majors to cultivate innovative, applied, and composite agricultural mechanization talents. Support higher education institutions in recruiting students majoring in agricultural engineering and expanding the scale of master's and doctoral student training. Increase the support for outstanding agricultural and forestry talents and outstanding engineer education and training programs for agricultural machinery talents, guide relevant universities to carry out new engineering research and practice for agricultural mechanization and agricultural machinery equipment industry transformation and upgrading, and build a project implementation system for collaborative education and training between industry and education. Promote the implementation of industry-education integration and school-enterprise cooperation, support leading agricultural machinery enterprises and schools in jointly building and sharing engineering innovation bases, practice bases, and training bases. Give full play to the role of the modern agricultural equipment vocational education group. Encourage international exchange and cooperation of agricultural machinery talents, support agricultural machinery professionals to study abroad and conduct joint training, and actively introduce high-end international agricultural machinery equipment talents. (17) Focusing on the Training of Practical Agricultural Machinery Personnel. Implement the new type of farmer cultivation project and increase support for large agricultural machinery households and leading members of agricultural machinery cooperatives. Vigorously select and cultivate "local experts" on the front line of agricultural machinery production and use, carry forward the spirit of craftsmanship, and give full play to the important role of grassroots practical talents in promoting technological progress and mechanized production. Through purchasing services and project support, support agricultural machinery manufacturing enterprises and agricultural machinery cooperatives in cultivating practical skilled personnel in agricultural machinery operation and maintenance. Strengthen the training of on-the-job skills and knowledge updates for grassroots agricultural machinery extension personnel, encourage college graduates, veterans, and scientific and technological personnel to return to their hometowns and villages to establish and lead new agricultural machinery service organizations, and build a team of grassroots agricultural machinery talents who understand agriculture, love rural areas, and love farmers. VIII. Strengthen Organizational Leadership
(18) Improving the Organization and Implementation Mechanism. Establish a national agricultural mechanization development coordination and promotion mechanism headed by the Ministry of Agriculture and Rural Affairs and the Ministry of Industry and Information Technology to coordinate the development of agricultural mechanization and the agricultural machinery equipment industry, carefully sort out and solve prominent problems, review relevant policies, major project items, and key work arrangements, strengthen strategic planning and work guidance, and remove obstacles to development. (19) Strengthening the Responsibilities of Local Governments. Provincial-level people's governments should carefully study the needs of agricultural machinery equipment for the implementation of the Rural Revitalization Strategy, fully understand the importance and urgency of accelerating the promotion of agricultural mechanization and the transformation and upgrading of the agricultural machinery equipment industry, regard it as an important content of promoting the modernization of agriculture and rural areas, include it in the regional economic and social development plan and agenda, and formulate and implement opinions in accordance with the actual situation.
